UNC-Chapel Hill's Point-to-Point Express celebrates 25 years in operation with updated routes and new express service vehicles
(Chapel Hill, N.C.— Sept. 5, 2017) – With the return of students to campus this fall, Point-to-Point (P2P) Express has made several enhancements, including updated routes and new Express service vehicles, as the program celebrates its 25th year in operation.
UNC Transportation and Parking augmented its existing fleet with two new 25-passenger shuttle buses and three 40-passenger biodiesel buses. The new fuel-efficient vehicles hitting the roads in late August support the UNC's Three Zeros Environmental Initiative goal of greenhouse gas neutrality.
'The buses and vans that have been offering service to UNC have certainly served the University community well,' said UNC Transportation and Parking associate director Than Austin. 'However, the oldest vehicles had been in operation for as many as 19 years, logging a lot of miles. These new vehicles will be more efficient and provide a much better rider experience.'
To serve the ever-changing campus landscape and evolving ridership demands, a new route will improve service to western and southern areas of campus, including Baity Hill student-family housing on Mason Farm Road. The P2P Express will also resume service to the Granville Towers area adjacent to the new the Carolina Square complex. The traditional Express route and the new fixed route will run on the traditional P2P schedule, beginning at 7 p.m. and running through 4 a.m. nightly during fall and spring academic semesters.
Other P2P services, such as the RR Lot, Library, and Law School Shuttles, as well as the semester break Airport Shuttles and on-demand services like after-dark and Student Health shuttles will continue without changes to service.
These latest enhancements coincide with the 25th anniversary of P2P's arrival at UNC-Chapel Hill. With a small fleet of vans in 1992, P2P launched its service to riders initially through demand-response services. The P2P Express fixed route was introduced the following August in response to student government recommendations.
'It's still as popular and as important to the University as ever,' said P2P manager Lee McRae, who has been with Transportation & Parking since P2P's inception. 'On a busy night, we often transport well over a thousand riders, and we're serving nearly 200,000 riders a year.'
Transportation & Parking director Cheryl Stout said that the service and fleet improvements are the fruition of collaborative efforts by members of the P2P Work Group, a subcommittee of the Advisory Committee on Transportation and Parking (ACT), which has representation from throughout the Carolina community. Stout said the group has worked to create such positive changes as increased operational hours, the addition of summer school fixed-route service, and technological advances like availability of TransLoc® real-time vehicle positioning and onboard video cameras.
Stout added that the P2P system has truly become part of the fabric of the University over the past 25 years.
'Most cannot remember UNC when the Point-to-Point system was not serving transportation needs of the community,' Stout said. 'It has maintained universal support of the Carolina students and administration, but we've also worked hard to stay abreast of new technologies and to keep the services current and fare-free.'

Commuting Students requiring a parking permit for spring semester will need to enter the spring commuter parking lottery. Residential student permits will continue to be issued on an academic year basis. Students uncertain of fall 2020 class schedules are encouraged to enter the lottery if on-campus parking may be needed. Permits cancelled before August 9 receive a full refund. Permits cancelled on or after August 10 receive a pro-rated refund.
To cancel a permit, students must complete the cancellation form, the cancellation will be effective the date of the request. Students will receive an email confirmation of the processed cancellation. Parking permit refunds will be credited to the original card used for payment. Students will receive an email confirmation when the credit is in process.
Students are required to register license plate information and provide proof of insurance in order to receive weeknight parking access for the academic year. Weeknight virtual permits are honored in designated lots throughout campus at 5 p.m. Students with daytime permits are automatically registered for weeknight access based on license plate.
Permission to park is virtual (no physical parking permit is required). License plate recognition equipment will read plates in lots throughout campus. The cost of weeknight parking is included in student tuition and fees. Students (excluding first-year undergraduates) are eligible for weeknight parking access.

Notification of permit assignments are sent via email within 10 days after the close of lottery registration. When notified of a virtual permit assignment, students will be directed to Online Services and must provide proof of insurance, license plate registration and pay for the permit by the designated deadline or the permit is forfeited. Student citation balances must be cleared prior to registering and purchasing a permit.
- Medical School students living in UNC Housing should register in the lottery as a graduate for resident on-campus parking.
- Students living in UNC Housing with a parking permit for the residence are not eligible for a commuting permit and may not have two permits.
- Graduate students living in Student Family Housing should contact Baity Hill Office property manager for parking assignment. Baity Hill residents are not eligible for commuter permits and may not have two permits.

Medical School 3rd and 4th Year
- Parking zone availability and the registration process are handled through the Medical School, Dean of Student's Office. Students must pay for the assigned permits in full by the designated deadline or the permit is forfeited
- Medical School students living in UNC Housing may register as a Graduate Resident for an on-campus parking space. Students living in Student and Family Housing (SFH) should contact the Baity Hill Office for parking assignment. Resident students may only sign up for the waiting list in resident lots
- Students living in UNC Housing with a parking permit for their residence are not eligible for a commuting permit or to have two permits assigned at the same time
Residents and Potential Residents of Student Family Housing
Parking is limited for Graduate and Family Housing. Each apartment home is assigned one parking permit and has access to covered parking under the building. Parking for secondary vehicles should be requested through the Baity Hill Office. Approved request for parking for secondary vehicle parking assignments is provided the RR lot or S12 lots (based on availability). The RR lot is served by the fare-free CHT NU Route that travels from main campus to the gated lot. To request visitor parking, all residents must contact the Baity Hill Management office. Visitor parking is in uncovered spaces at each apartment and is very limited. Metered spaces provide short-term parking for visitors.
- Bike Registration is free and mandatory at UNC.
- UNC's Point to Point (P2P), Chapel Hill Transit, and Regional Transit are available for local and regional travel.
Students may sign up for parking permit waitlists based on residential/commuter status. Students living in UNC Housing are residents and students in living off-campus housing are commuters. Waiting lists are not available during summer sessions. First-year undergraduates are not eligible.

- Students who register for the lottery and do not receive the first-choice permit are put on the waiting list (commuters, semester only).
- Waiting list priority is determined by class status – position within class is determined randomly.
- Students who did not register in the lottery can join the waiting list on a first-come, first-served basis at Online Services.
- Students changing waiting list will move to the bottom of the newly requested list.
